Account Fees on Portfolio Performance Report

I have purchased shares in the Vanguard European Stock
Index Fund. This "no load" fund charges a 0.5%
purchase fee. I recorded each purchase as two
transactions; 1) the purchase with actual price and
shares purchased, and 2) the account fee as a negative
distribution.

When I select the Portfolio Performance Report using a
date range of initial purchase date to current date,
the initial account fee is not included in the Distrib.
Amount column. To get it included, I must specify a
date range beginning with the day before my initial
purchase.

Showing my ignorance, I have several questions related
to this....
1) Is this reporting (i.e. not including all activity
occurring on the same date) "as designed", and if
so, what is the rationale?
2) I suppose I could have defined this as a "loaded"
fund (I incorrectly thought the fee would be waived
once my account reached a certain volume). Is that
your recommendation? However, are there not some
funds that do begin waiving such fees, and how would
those be handled?
