Transaction Entry Preference

When I record a buy or sell transaction, I sometimes see a field to recored a fee and sometimes not. The help screen refers to setting the Transaction Entry Preference to "Commission Fees." I can't find where this is done and nothing in the Help index under Transaction Entry Preference.
