Hi Earl,

You are not eligible for a free upgrade, but you can upgrade to the
Personal version for only $10. We do give free upgrades to people who
upgrade or register soon before a new release comes out, but in your case
you upgraded to 4.x in September of 1999, which is about 1.5 years ago...

You can stay with 4.7 if you prefer, you are not required to upgrade.
