Is there a way to normalize the reporting of tax exempt securities and taxable securities? Thus converting tax exempt returns to taxable so that it can be combined with other taxable returns.

Sorry, no there isn't. Thanks for the idea though. FM could maybe prompt you for a tax rate to use in such a calculation.
